Editorial
November’s newsletter is much longer than those from the summer months as airlines reveal their summer seasons for 2016, Flybe seeks access to RAF Northolt for regional services, and there are important airspace announcements. Heathrow and Gatwick have of course continued their ongoing battle for hearts and minds in the media, and as rumours circulate on the exact timing, Parliament gears up for a pre-Christmas announcement on South East Airport capacity with an aviation policy debate and the Transport Committee’s enquiry into surface access links. Meanwhile, the Government uses the budget to confirm successful RACF routes (although tracking this down in consolidated form is difficult).
Following the SASIG meeting on 6 November, SASIG have sent their response to the Airports Commission’s final report to the Secretary of State for Transport with cc’s including the Prime Minister, members of the Airport Sub Committee including the Chancellor and Secretaries of State for Transport, Business, Innovation and Skills, DEFRA and the DECC as well as to the Parliamentary Under Secretary of State at the Department for Transport and the Chair of the Transport Select Committee. The response can be found here.
So a busy month foreshadowing a big policy announcement in December which we will flash message when it happens, although there will be a lot of news media coverage.
Finally, additions to the SASIG website Airports Commissions section include an index detailing all the public Davies Commission reports with associated url links. We hope this will provide a useful reference source, it can be located here.

9th November – Transport Committee takes evidence from experts looking at surface transport to airports. The inquiry set out to review whether strategic connections to airports with 1 million or more passengers per year are adequate for current and future requirements (in terms of range and capacity).

4th November – ‘Gulf opens between Airports Commission recommendations and Heathrow’, as Heathrow Chief Executive refuses to commit to the conditions set out by the Airport Commission, such as a flight ban before 6am and wider roads from Heathrow.
5th November – Oral Statement on Aviation Security given after loss of Russian Metrojet Flight on 31st October, with several decisions made to ensure the safety of British citizens – including working with airlines to put in place short term measures such as different arrangements for handling luggage, and also looking at long term sustainable measures for safer flights. This was after the announcement of flight suspensions from the UK to and from Sharm-El-Sheikh the night before.
12th November – Transport Secretary reappoints 2 members of CAA board – David Gray and Michael Medlicott, who will both serve for third terms of 4 years each.
10th November – Rail Minister confirms that passengers travelling between Gatwick Airport and London will be able to use pay as you go from January 2016, after Government agreement with TfL and Govia Thameslink Railway.
14th November – CAA announce continuation of record-breaking passenger numbers, but release figures of dropping flight punctuality, “highlighting the ongoing pressures both on runway and airspace capacity in the South East in particular”.

3rd November – Heathrow reveals £180 million investment plan to double cargo volumes, by providing faster and more efficient freight movements.
3rd November – London City Airport launch DriveNow car hire and sharing service, which will allow travellers to drop off or pick up cars right next to the terminal, using an app to reserve a car from the largest electric fleet in London, so that they can head straight into the city within minutes of travelling.
4th November – BA doubling flights between London City and Loire Valley for this summer, from May 2016.
5th November – Heathrow bosses make a “clear commitment” to reduce night flights if a third runway is built
5th November – Mayoral candidate Sadiq Khan would consider allowing London City Airport expansion if he held office at City Hall, whilst he opposes Heathrow expansion.
5th November – Heathrow does not accept ban on night flights – one of the mitigation methods set out in the Davies Commission to make a third runway an acceptable option. Only suggestion of a ‘significant reduction’.
5th November – Gatwick Airport launch Premium Passport Control, an exclusive lane offering a faster arrivals process for 50 passengers per hour.
11th November – TfL claims £15 billion would be needed to upgrade London’s transport with Heathrow expansion, suggesting that the Airports’ Commission has underestimated the travel demand created by a Heathrow third runway.
11th November – TfL warns of London’s transport grinding to a halt if government approves construction of a third runway at Heathrow, with road and rail congestion reaching unprecedented levels.
11th November – Heathrow exports top £48 billion per year, a 9.7% increase on last year. This represents 26% of all UK exports by value.
12th November – BA introducing another Embraer 190 aircraft to London City Airport next year, creating 30 new crew and support jobs at the Royal Docks hub, flying to popular sun spots and upgrading the three-a-day Dusseldorf service by adding 50% more seats.
13th November – CAA approves Gatwick’s “superhighway” of six narrower flight paths, to allow planes to fly in less airspace, to reduce environmental and noise impacts of flights with more concentrated aircraft.
17th November – Gatwick Airport reveals it is rapidly approaching full capacity, after handling 40 million passengers this year. It released the figures as a response to the Airports’ Commission’s claim that it would not reach this level until 2024. 18th November – People living near Stansted flight paths urged to have their say, as proposals to reduce the level of overflying are discussed.
23rd November – London mayoral hopeful Sadiq Khan accuses Zac Goldsmith of being anti-business, jobs and growth, because “he is against any expansion at all” to relieve increased flight capacity in the South East.
24th November – 32 regional airports back expansion at Heathrow, but Willie Walsh describes potential cost of £18.6 billion as ‘outrageous’. The Regional and Business Airport Group wrote to the transport minister, whilst the IAG and BA boss said “the scheme has no prospect of success..how many chandeliers can you have in a terminal?”
24th November – Heathrow CEO already preparing airport for a new runway, with an organisation already in place – even though the government has not announced its decision.
24th November – Gatwick Airport plan to build new hangar at South Terminal to maintain EasyJet fleet, when their deal with Virgin ends next year.
25th November – 10,000 new jobs created at Luton as Chancellor announces the airport’s status as an Enterprise Zone
26th November – Chancellor announces Luton Airport’s success in bid to be granted an Enterprise Zone. George Osbourne unveiled plans for 26 Enterprise Zones in the Government’s Spending Review.
26th November – Let Britain Fly campaign calls for Government to make a final decision on airport expansion, as a debate in Parliament took place discussing the Airports Commission’s recommendations.
29th November – David Cameron to announce decision on Heathrow expansion in coming days – as senior party sources suggest he will back plans for a third runway at the airport.
30th November – Gatwick launches final attack on Heathrow expansion, as claims surface that the Prime Minister will announce a decision on South East airport capacity this week.

2nd November – Yorkshire’s Robin Hood Airport, Doncaster Sheffield, announce Flybe’s placement of two Embraer Jet aircraft at the airport, from March 2016, offering an additional 500,000 seats at the fastest growing airport in the UK outside London.
3rd November – 26 Labour MPs from North East pledge support for a third runway at Heathrow, to help create 5,100 jobs in the North East.
4th November – David Laws, Chief Executive of Newcastle Airport, urges Government to decide on third runway before Christmas. He said that a new runway at Heathrow would allow Newcastle Airport to expand by offering services to a wider range of destinations across the world.
4th November – Easyjet launch three routes from Manchester to Paris, Milan and Olbia in Sardinia from next summer, and add two extra Manchester-based planes to its fleet.
4th November – Birmingham Airport to become first UK airport to offer a service to Hangzhou, as Beijing Capital Airlines plans two weekly flights to China from next year – beginning two months before direct services launch from Manchester to Shanghai.
5th November – FlyBe cuts Bournemouth Airport flights to Jersey and Glasgow, after flights restarted in March of this year. Flights will be suspended from 4th January.
5th November – Cardiff Aviation announced as one of the partners establishing ‘Wings Alliance’, a new training system initiative to be launched in UK on 7th November.
5th November – Ryanair announces expanded schedule at Birmingham Airport, which includes summer 2016 routes to Madrid and Verona, and additional flights to Alicante, Barcelona, Dublin, Malaga, Malta and Palma
6th November – Campaigners calling for controversial £178.5 million road to stop at Norwich International Airport
6th November – Chief Executive of Edinburgh Airport forced to confirm that trial flightpath did end last week, as residents claim their lives are still being disrupted by noise.
9th November – Tour operator JetsGo Holidays launch new service to Mallorca from Manchester Airport, beginning next summer.
9th November – Norwich International Airport’s website hacked in cyber-attack, which is believed to have taken place in October – the second attack on the airport’s website in four years.
9th November – Luton airport reaches 12 million passenger milestone, for the first time in 77 years.
10th November – Flybe announces eight new routes from Doncaster Sheffield Robin Hood Airport, from March 2016, to fly to 8 European locations, including Newquay.

10th November – Flybe announces it will pull out of Bournemouth Airport, six months after flights restarted to five European locations.

11th November – Thomson Airlines to run direct flights from Manchester to Thailand and Mauritius, from winter 2017 on Boeing 787 Dreamliners.
12th November – Government grants Blackpool Airport “enterprise zone status”, with potential transformation into 140 new businesses, to create 3000 new jobs by 2030.
12th November – Flybe brings back flights to East Midlands in its summer 2016 schedule
12th November – Scotland’s two main airports record improved passenger throughput, with Glasgow experiencing its busiest October for eight years (numbers up 14%) and Edinburgh recording a sixth consecutive month with over 1 million passengers (numbers up 9.7%).
12th November – Manchester Airport records its busiest October in history, with over two million passengers travelling through the airport.
12th November – Plans for link road connecting Leeds Bradford Airport with the city will cost £75 million, according to the city council. This announcement is made before a public consultation begins on 23rd November.
13th November – Representatives from Transport for the North (TfN) met with Lord Adonis, on his fact-finding visit to Northern England.
13th November – Aer Lingus to stop flights between Belfast and Gatwick, from March 2016.
14th November – Flybe announce new Cardiff route to Verona, and summer 2016 schedule
16th November – Manchester Airport on the cusp of securing direct flights to Shanghai, after Air China filed an application with China’s Civil Aviation Administration.
16th November – Three year ‘Smart Peripheral and Remote Airports 2020 (SPARA 2020)’ project launched in Scottish Highlands and Islands to increase awareness of importance of local air services to rural and remote communities, and to help them become as cost effective and environmentally friendly as possible. 1.5 million Euro grant from European Regional Development Fund is funding this.
16th November – CAA figures show Leeds Bradford Airport has most on-time flights in UK, as well as the largest year on year improvement.
17th November – BA announces increased flights between Ronaldsway and London City Airport, from next summer.
17th November – Campaigners call for Durham Tees Valley Airport name to be changed, and reverted to the former name, Teeside Airport, after a meeting with Northern Powerhouse minister James Wharton.
19th November – Arriva Trains Wales says train passengers in north Wales are likely to see more direct services to Manchester Airport very soon, with 40 more trains being added to the route.
19th November – Four-tonne pilotless drones to be tested over Cornwall, with the airport’s coastal location and long runway considered to be ideal as a test centre for the unmanned air systems (UAS).
19th November – North Eastern Tourist groups have joined forces to become the ‘Northern Tourism Growth Fund’ as part of a £10 million drive to boost the region’s international profile, and create over 3000 jobs.
23rd November – Manchester Airport sees record number of passengers in past year, with 23 million people passing through the terminals (up by 5% from last year).
23rd November – Leeds Bradford Airport traffic schemes being considered to ease congestion, with funding coming from £1.4 billion transport investment programme agreed by West Yorkshire Combined Authority (WYCA) at the end of 2014.
24th November – Welsh First Minister says Cardiff Airport ‘doing well’ under public ownership, so it will not be sold off.
24th November – RABA call on Government to back controversial plans to expand Heathrow, as the “best solution for UK aviation and for UK regional growth”.
24th November – WOW Air will begin transatlantic flights to four cities in May, starting at £99. All flights will fly via Reykjavík to 6 destination cities.
24th November – Cardiff Airport wins Environmental Initiative Award at the AOA Awards Ceremony, after recently being named a zero waste to landfill organisation.
25th November – Chancellor announces establishment of a new route from Dundee Airport to Amsterdam
26th November – Chancellor announces new flights from Norwich Airport in the Government’s Spending Review. He announced new flights from the airport to Exeter and Newcastle Airports.
26th November – Passenger levels continue to climb to almost 5 million at Liverpool John Lennon Airport, with weekly passenger numbers up 24% in November.
26th November – Bromley Council decided to give Biggin Hill Airport permission to increase operating hours during evenings and on weekends.
26th November – Options to provide rail link between Glasgow City Centre and Glasgow Airport announced. The two options are a tram-train and a light rail link, developed jointly by Renfrewshire City Council and Glasgow City Council.
26th November – Government gives £7 million subsidy towards proposed routes from Carlisle to London Southend, Belfast and Dublin
28th November – EasyJet to increase services on 36 routes from Edinburgh from summer 2016
28th October – Economist claims Amsterdam link is a “waste of money” as it will not help Dundee Airport’s future.
30th November – Airline bosses bid to restart scheduled flights from Durham Tees Valley to London, with the idea of using Northolt RAF base near London.
30th November – Rail link between Glasgow city centre and the airport moves forward, with predicted construction in 10 years time.
30th November – £2.5 million development planned at Belfast Airport, including building a 10,500 sq ft retail outlet.
30th November – Ashford Lydd runway go-ahead, with a 294m extension to the 1,500m runway being built next spring, after planning permission conditions were met.
30th November – Flybe applies for use of RAF Northolt, to open it up to regional scheduled low frequency air services to and from London. A Prestwick to Northolt route could be operating by next Summer, if the MOD give it the go-ahead.
National and Other Industry News
2nd November – London fog leads to cancelled flights and stranded passengers, after 200 flights into and out of London were severely delayed or cancelled. 10 per cent of Heathrow’s flights were affected, and London City Airport was brought to a standstill, with no flights until after 11am and over 50 inbound flights cancelled. This had an impact on trade in the City, as executives struggled to return to their desks.
4th November – Heathrow bosses fail to guarantee pollution would be cut with a third runway, but Chief executive John Holland-Kaye pledges triple-pronged approach to ‘locking’ air quality to current levels. Their key points are promising to have no more airport-related traffic on surrounding roads, having various options (such as a Congestion Charge) ready – if needed – to cut traffic flows and emissions, and guaranteeing new capacity would only be released when the airport’s contribution would certainly stay within EU air quality limits.
4th November – Ryanair reveals strong performance, as its London-listed shares advance to an all time high of €14.58. This is as passenger numbers rose 15% to 9.68 million people
6th November – Ryanair in discussion with various airlines about feeding their long haul flights – reported talks with Virgin Atlantic, Norweigan and TAP Air Portugal about feeding short-haul passengers onto long-haul flights of other airlines (e.g. to North America), to increase the airline’s reach.
9th November – Lufthansa strikes costing the company £7 million per day, with over 11 thousand passengers affected by cabin crew action, as early retirement benefits and pensions are disputed with the airline’s management.
9th November – CBI forecasts a ‘gloomier’ global outlook will hit UK economic growth in the next year, expecting growth of only 2.4%, rather than the previous prediction of 2.6%
11th November – Flybe soars back to £26 million profit, as ‘Project Blackbird’ completion puts all surplus aircraft back into use (including two at Doncaster).
11th November – Insiders claim the Cabinet’s decision on Heathrow’s third runway is slipping behind schedule, so is unlikely to be made clear to Parliament this month – as promised. This is despite No 10 stressing that Mr Cameron’s commitment was for a decision before the end of 2015. Senior ministers say that deliberations have been slowed by the sheer number of documents, research and information to process.
11th November – GKN dropped by Boeing as a key parts supplier for new fuel-efficient 737MAX, as it is feared that it would not be able to meet the US plane-maker’s production rates. The jet is the fastest-selling jet in Boeing’s history, so the company is targeting a production rate of 52 aircraft a month by 2020, which would be very difficult for GKN to match.
11th November – Value of Heathrow exports reaches £48 billion, increasing almost 10% in 12 months, as demand for vaccines and Chinese desires for UK products grow
12th November – London MPs issue joint call for Cameron to ‘get behind Gatwick’, attacking Heathrow expansion plans, after a poll showed people in the capital would prefer to see Gatwick expansion. This call came from the leaders of Wandsworth, Kingston, Southwark and Croydon – whilst other Heathrow opponents are putting increased pressure on the Cabinet as signs that Cabinet is slipping behind schedule for making the decision are appearing.
12th November – Agreement made to use a dedicated radio frequency band for satellite-based commercial aircraft tracking use, after last year’s MH370 loss.
13th November – Corbyn backs extra runway at Gatwick, claiming that it “already has spare capacity”, and opposing the runway at Heathrow because of air quality concerns. This leaves Labour divided, as over 9 of its London MPs are backing Heathrow.
13th November – Ten new ePassport gates opened by Border Force at Luton Airport, to save time and money processing low risk passengers
14th November – Longer delays at Gatwick Airport as UK airports see record passenger numbers, with 247 million people visiting 24 of the country’s main airports in the year from June to June. It is believed that this delay has been caused by the increase in flights – almost 25% of flights were over 15 minutes late between April and June (up by 21% from last year), with Gatwick experiencing the biggest decline in punctual flights (according to CAA)
14th November – 50 business leaders write letter to The Telegraph, asking David Cameron to approve a new runway at Heathrow within weeks, or face prospects of British companies losing out to rivals in France and Germany
14th November – UK airports experiencing record passenger numbers, with 247 million people passing through 24 of the country’s main airports from June 2014 to June 2015 – busiest period since records began
16th November – Huge variations in fuel efficiency between airlines revealed, with BA and Lufthansa emitting 51% more carbon dioxide than the cleanest flyers. Research carried out by the International Council on Clean Transportation (ICCT) also showed that pollution from a non-stop transatlantic trip averages 1 tonne of carbon dioxide per passenger.
16th November – Gatwick Airport boss says he will push for second runway even if Government backs Heathrow, as he believes that the conclusion of the Airports’ Commission is “undeliverable”
17th November – EasyJet releases figures showing fifth year of record profits, with total revenue climbing 3.5% to £4.7 billion. They also forecast annual passenger growth of 7% for the next year, highlighting “favourable economic and consumer trends”.
17th November – Easyjet’s Chief Executive does not expect recent terror attacks in France and Egypt to harm air travel growth, as although a “cooling off” period in passenger numbers is likely, history indicates that passengers always return after tragic events.
17th November – Easyjet orders 36 more A320 family aircraft, taking its cumulative order fo the type to 451
17th November – Government spending on airport security likely to double, after Paris attacks. This disclosure came from Home Secretary Theresa May, in a statement to the House of Commons yesterday.
20th November – The ‘son of Concorde’ (the Aerion and Airbus AS2 Supersonic jet) to go into production, with first test flights in 2021. The jet should be able to fly at speeds of Mach 1.5 over water where noise is not restricted, flying from London to New York in three hours.
20th November – Heathrow earns ‘Energy Management’ title at Edie Sustainability Leaders Awards, after it invested over “20 million to increase energy efficiency of its infrastructure
23rd November – EasyJet ‘flying high’ with annual profits up 18% year-on-year, a large Airbus order, and the launch of its first frequent-flyer loyalty programme (Flight Club)
23rd November – BA hit back at report accusing it of being a huge CO2 emitter, by saying a better approach to the research would have been to look at the airline’s global operations rather than only the region between Europe and the US
24th November – Security at Britain’s airports is being reviewed after Paris attacks. The work has been described as “urgent” by the Security Minister, John Hayes.
24th November – Heathrow CEO sets out advantages of Heathrow expansion at AOA Conference, including the airport’s role as an engine for the economy, the idea of the UK-based global hub, and the part air freight would play
24th November – International Air Transportation Authority (IATA) condemns recent terror attacks
25th November – International Civil Aviation Organisation holds the first International World Aviation Forum (IWAF): Aviation Partnerships for Sustainable Development, which is being attended by over 800 participants who came together to help to enhance global aviation
26th November – IATA’s air passenger forecasts doubling in total passenger numbers by 2034 (to 7 billion passengers)
26th November – Airbus patent a design for ‘detachable cabins’ to allow passengers to board flights before their plane lands, to reduce turnaround times
26th November – BA, Aer Lingus and Iberia open to work with Ryanair as a feeder carrier for long-haul flights, with Willie Walsh saying that “if customers want it, why not?”
26th November – The Chancellor’s Autumn Statement receives mixed reception from ABTA, with support for tens of millions of pounds of new funding for UK tourism promotion, but concern over the new apprenticeship levy
26th November – New airport community app launched for airport staff at Gatwick, to keep “the entire workforce in the airport campus in tune with the airport”, for example in the event of plane delays.
27th November – European Commission to release “Aviation Package” on 2nd December
European News
5th November – Frankfurt Airport begin construction of new Terminal 3, to be completed by 2022
6th November – European Commission give 7.6 billion euros to support key transport projects, with 6.5 billion of this put aside for projects in Member States eligible for the EU Cohesion Fund for increased integration. Investment as part of the Connecting Europe Facility (CEF) who aim to decrease the investment gap in Europe , and ‘kick-start’ growth and job creations
6th November – Ryanair announce record sky-rocketing profit of over 1 billion (up 37%), with explanations that this is due to bad weather in Northern Europe encouraging increased travel, a strong pound encouraging UK residents to travel more, a stable situation in Europe, and cheaper fuel to allow stronger cost control
13th November – European Parliament passes resolution to boost EU aviation sector and fight unfair competition, by improving management of airspace and airport services, maintaining current level of working conditions and social standards, and expanding the role of the European Aviation Safety Agency.
16th November – EU work on legislative proposal to tackle unfair subsidies to non-EU airlines, after debate on unfair competition ‘rages’ in Europe, over airlines such as sing and Qatar Airways
16th November – Horrific Paris attacks lead to decreased shares in travel and tourism, as financial markets react to terrorist atrocity. This emerged as European Central Bank Executive Member Vitor Constancio warned the attacks could hit investor confidence. Airlines were hit hard, with EasyJet shares down by 1.2% and Ryanair shares down by 2%.
17th November – CAA sets new European reporting rules to improve aviation safety, so specific risks and trends can be identified and tackled more easily
23rd November – Lufthansa’s 14th Airbus A380 in naming ceremony, performed by Angela Merkel, as she opened the airline’s new integrated control centre at Frankfurt Airport
26th November – Paris bookings halve as travel sales shrink by 15%, after the massacre in the French capital on November 13th
