During a debate on the Comprehensive Spending Review (CSR), Liberal Democrat peer Lord Newby said that the Government needs to create 21st century infrastructure and he welcomed the announcements for capital expenditure. On the green investment bank he said that it had to attract significantly more capital if it was really to bring the infrastructure up to speed. He also discussed regional development and said that the Government’s proposals that had less than half the funding of RDAs and a bias towards spending outside London and the South-East would struggle to make an impact.
